PLAN

Design Plan is the controlled planning workspace. It defines the engineering delivery structure and provides the planning inputs the Scheduler uses to calculate the project position.

SCHEDULE
Calculate dates against the capacity that actually exists.
The Scheduler owns calculated dates, sequencing, calendars, waiting periods, project priority and finite resource capacity. Screens consume those outcomes rather than maintaining competing calculations.

Freeze the agreed plan without freezing the business.
Publication preserves the approved Baseline as the historical planning contract. The Working Plan is then created through a controlled handover with permanent source linkage.

Working Plan carries operational status, progress, remaining effort and current forecast consequences. It can evolve through controlled operational commands while the approved Baseline remains intact.
